Strategic Alignment Update: Clean Energy
One of the Clean Energy Committee’s key priorities is to align our goals and commitments with federal, provincial and municipal climate action plans. We did a recent review of our actions to date and the CleanBC Action Plan. Here’s how we’re supporting the movement:
Increased clean fuel requirements and doubling the target for renewable fuels produced in B.C. to 1.3 billion litres by 2030
Actively engaged in conversation with two suppliers of RD100 in the lower mainland. Challenges for industry include accessibility due to fill up sites only existing in Langley and cost. Leveling the carbon tax on this fuel or providing incentives for suppliers to invest in infrastructure could provide significant uptake across industry.
New ZEV targets for medium- and heavy-duty vehicles aligned with California
Clean Energy meeting held in April 2022 included presenter who walked members through the programs available to access funding for commercial vehicle infrastructure and vehicles. Opportunities to provide insight into how the program might be adjusted to include smaller fleets and specialty vehicles specific to film (ie. Towable generators) could enhance industry interest and investment in clean fleets. Working to create industry-specific lists.
Complete B.C.’s Electric Highway by 2024 and a target of the province having 10,000 public EV charging stations by 2030
Charging infrastructure remains a challenge for an industry that does not have established routes. Highlighting our high demand and interest in the expansion of charging systems, where they are needed most, might be a point of alignment here.
Enhancing the CleanBC Program for Industry to reduce emissions while supporting a strong economy
Motion picture industry has very unique needs when it comes to its reliance on fossil fuel and although it is not as impactful as some industries like oil and gas, changes to our process and tools can provide immediate impact to the communities in which we work.
Implement programs and policies so that oil and gas emissions are reduced in line with sectoral targets
Policies at the municipal or regional level that encourage industries push to clean energy will provide further incentive to vendors and technology innovators to invest in new equipment. Engagement with Metro Vancouver around Non-Road Diesel Emissions taxation and areas that could be improved in order to divert accountability of their use to the user instead of the supplier.
A cap on emissions for natural gas utilities with a variety of pathways to achieve it
Renewable Natural Gas is currently available and switching to its use in sound stages allows for carbon negative opportunities. More communication and focus on supporting this change is a piece of work that is currently being undertaken.
Implement a 100% Clean Electricity Delivery Standard for the BC Hydro grid
CEC continues to work closely with BC Hydro to establish opportunities for funding a network of film specific kiosks. Encouraging industry to transform thinking and utilize grid power as much as possible is underway and one example is the Clean Energy Resource map that provides access to existing grid power access.
A new program to support local government climate and resiliency goals with predictable funding
Funding for municipalities interested in supporting motion picture industries push to use clean energy would provide more opportunity to assess feasibility of kiosks or equipment upgrades needed to support
Support for innovation in areas like low carbon hydrogen, the forest-based bioeconomy and negative emissions technologies
Currently no available equipment for film has been released so any funding support from government to encourage more innovation in this space would be welcome! Lots of interest and research and some stakeholders who are currently pursuing options.
